The Winner? Lucio Tan!

Philippine airlines and tobacco tycoon Lucio Tan scored a major victory against the government on Friday when the Supreme Court upheld an earlier court decision rejecting the state's attempt to seize some of his companies.

"There can be no question that petitioner's (the government) orders of sequestration are void and have no legal effect," the Supreme Court wrote in its judgement.

The government has been trying for over 20 years to punish Tan, who owns Philippine Airlines, Philippine National Bank and several hotels and property firms, for his alleged lucrative links to late dictator Ferdinand Marcos.

The Presidential Commission on Good Government, the state agency in charge of retrieving the ill-gotten wealth of Marcos and his cronies, declined to comment on the ruling. A spokesman said it had not yet seen the court decision.

Alleged Magdalo nabbed before flying to Detroit


A soldier linked to last week's standoff in Makati City was arrested while trying to take a flight to the United States before dawn Wednesday.

Director Gen. Avelino Razon Jr, Philippine National Police chief, said Pfc. Alvin Celestino of the military's Civil Relations Group was arrested at the Ninoy Aquino International Airport (NAIA) Terminal 1.

"Nahuli siya sa NAIA while attempting to leave for Detroit (He was arrested while attempting to leave for Detroit)," Razon said on dzBB radio.

He said police and military personnel at a NAIA checkpoint found a Northwest Airlines ticket and a working visa in Celestino's possession.

A separate dzBB report quoted the Armed Forces of the Philippines hierarchy as saying that Celestino was flagged because he had no travel authority.

The AFP said Celestino, who is now undergoing interrogation, was one of the men who escaped from last week's incident along with Marine Capt. Nicanor Faeldon.

Gradual erosion of press freedom in the Philippines

“You are commanded to appear before the office of the Southern Metro Manila Criminal Investigation and Detection Team ... on Dec. 5, 2007 at 10 o’clock in the morning and bring with you a DVD copy of raw video footage [of the] March,” PNP Director Edgardo Doromal said in his order to Maria Ressa, head of the ABS-CBN news and current affairs department.

“FAIL NOT UNDER THE PENALTY OF LAW,” the order said in bold letters.

“It seems attempts to intimidate and harass journalists continue. These actions show a gradual erosion of press freedom and degrade our country’s democratic processes,” Ressa said.

Ressa said there were 12 ABS-CBN personnel among those arrested, including TV reporter Ces Drilon. The rest were producers, engineers, drivers and researchers.

Bayani strikes again! MMDA to implement...

The Metropolitan Manila Development Authority (MMDA) will implement a single traffic ticketing system to apprehend traffic violators, dzMM reported Sunday.

The Metro Manila Council passed the ruling last week after a lengthy deliberation on the Metro Traffic Ticketing (MTT) system which will be used by MMDA traffic enforcers, local governments, and other deputized agents.

MMDA Chairperson Bayani Fernando said that the full implementation of the MTT system will take around a month.

MMDA traffic management and enforcement personnel would still undergo trainings before they could be deputized to use the system.

Local governments would temporarily use the Ordinace Violation Receipt (OVR) until the MTT is put in place.

The MTT would come from the MMDA only, and the said agency would have a copy of all traffic violation records.

Republic Act 7924 states that the MMDA is deputized to implement a single traffic ticketing system for Metro Manila, and that the Metro Manila Council should first pass the MMDA resolution for the approval of the said system.
