Former vice president Teofisto Guingona and activist group Bagong Alyansang Makabayan (BAYAN) on Tuesday petitioned the Supreme Court to declare the Human Security Act (HSA) unconstitutional.
The 89-page petition for certiorari and prohibition with a prayer for temporary restraining order against the implementation of the anti-terror law was filed before the Supreme Court before noon Tuesday.
Other petitioners of the law were Gabriela, Kilusang Magbubukid ng Pilipinas, Movement of Concerned Citizens for Civil Liberties, state workers' group COURAGE, Kadamay, Solidarity of Cavite Workers, League of Filipino Students, HEAD, Anakbayan, Pamalakaya, Alliance of Concerned Teachers, Migrante and AGHAM.
Majority of the groups are on the military's list of suspected fronts of the Communist Party of the Philippines.
Guingona and the activist groups named as respondents President Arroyo, Executive Secretary Eduardo Ermita, Justice Secretary Raul Gonzalez, Foreign Affairs Secretary Alberto Romulo, acting Defense Secretary and National Security Adviser Norberto Gonzales, Interior Secretary Ronaldo Puno and Finance Secretary Margarito Teves.
Heads of law enforcement agencies, including the Philippine National Police, and the chief of the Intelligence Service of the Armed Forces of the Philippines were also included as respondents.
