Immigration Commissioner Marcelino Libanan warned foreign activists Thursday that they would be arrested and deported if they join rallies during next week’s meetings of Southeast Asian foreign ministers in Manila.

“Foreigners have no business joining rallies here as it is tantamount to interfering in our country’s domestic political activities,” he said in a statement.

Libanan said the foreigners are admitted as tourists and are not allowed to take part in political activities.

Aside from being deported, they can be banned from re-entering the Philippines, he added.

Libanan said foreigners are issued visas depending on the purpose of their visit, and that they are not given a permit to join rallies.

“So if they join rallies, that is definitely a violation of the conditions of their admission,” he said.

Immigration intelligence chief Faizal Hussin said government agents will be deployed in strategic areas across Metro Manila to monitor foreigners who take part in protests during the meetings of the 10-member Association of Southeast Asian Nations or ASEAN starting this weekend.

“We are sending 24 immigration intelligence agents in the field,” he said.

“If they spot a foreigner marching or holding placards in the streets with local protesters, we will seek mission order from Commissioner Libanan for their immediate arrest and deportation,” he said.

Hussin said they have already started the investigation on television footage that showed at least 10 foreigners joining the anti-Arroyo demonstration.

“We were told that most of them are Belgian nationals,” he said.

“In the video, they were shouting and holding placards critical of the administration. That is simply illegal because foreigners do not have the right to stage or join rallies here.”

Hussin said they are now checking with their records and that of the Ninoy Aquino International Airport to identify the foreign protesters.

“We will invite them for questioning upon order of Commissioner Libanan. What they did was an abuse of our hospitality,” he said.

One of the foreigners caught on video joining rallies has been identified as Roeyers Koenraad, a Belgian national who entered the country last July 16 on a tourist visa, he added.
