Since when are Fog Lights illegal in the Philippines?

Traffic Management Group (TMG) operatives have recovered 28 stolen motor vehicles, confiscated illegal items such as 31 sirens, eight blinkers, and 105 fog lights.

I can't remember a time that they banned Fog Lights. I can't seem to figure out the reason behind it. Is this one of the looney laws in the Philippines? Weird.
