Where do our taxes go? Part II

Cop dies in road accident - from ABSCBN News

A policeman died after his motorcycle crashed into a parked trailer truck in Tondo, Manila Monday night.

Police identified the victim as Police Officer 2 Romeo Tayag.

Investigation showed that Tayag was on his motorcycle (plate number NM 7537) on Capulong Street in Tondo district when it crashed.

Traffic investigators said there was zero visibility in the area because of the lack of street lights. It was also raining hard when the accident happened.
I wonder where all our tax money went to, which was already increased to twelve percent! It should be the local governments priority to keep our streets well lighted at night to prevent these kind of accidents and thieves from lurking around in the darkness.

They had been "fixing" undamaged road and I can't seem to find the reason that they are doing that. The latest, in the middle of a busy street in E. Rodriguez Quezon City, Philippines (Near St. Lukes Hospital)

They are not only causing traffic but, they are wasting money. I had been passing there and I did not see any damages to the road. There are other things to spend on. Why did they repair the perfectly usable road?
